Yes, if they are old and were born there, they can. The parents of my father are from Normandy and my mother who’s not from this area actually likes to make fun of their accent. For example, instead of saying “Cidre”, they’re going to pronounce it “Chidre”. The “a” tends to be pronounced as in the north too, graver than the normal A. Otherwise, for young people, I guess it’s the same as any other Frenchman.
