You have to bear in mind that many leisure parks have opened in the last twenty years, some larger or better known than others, and also the attractions they offer are added to or removed along the years, so your description may no longer fit. Some have even changed their name when they changed hands such as Meli Park, now called Popsaland, ( over the border in Belgium rather than Pas de Calais) or Moulin de la tour which is now Dennlys Park.
For the area that you mention the most obvious parks are:
Bagatelle, at Merlimont, south of Le Touquet, in Pas de Calais
Parc du Bocasse in Upper Normandy
Dennlys Park in Upper Normandy
You can look at the list for the regions you mention and see if you recognise a name:
For Pas-de- Calais
Bal Parc at Tournehem
Bagatelle à Merlimont near Berck-sur-Mer
Dennlys Parc à Dennebrœucq (previously Le Moulin de la Tour)
Le Fleury à Wavrechain-sous-Faulx
In Upper Normandy
Canyon Park at Épretot (Seine-Maritime)
Parc du Bocasse at Le Bocasse (Seine-Maritime)
le Parc Eana at Gruchet Le Valasse (Seine-Maritime)
le Parc d’arbre en arbre at Fécamp (Seine-Maritime)
Take a look at these:http://www.1001loisirs.com/normandie/par…
If you google the names you will find their individual site.
Good luck!

Visit the following site. It will give you the names and links to about fifty of the largest leisure parks in France. You might remember the name when you see it, if not, you will have to visit each web site! Good luck.http://www.levoyageur.net/parcs.php?pays…

It sounds like the city of Rouen – the whole city.
