best cell phone plan for american living in france?

I am an American living on the Normandy-Brittany border in France. My family and I will be living here for at least 2 more years. I want a cell phone that I can use as my main phone. I need to know what the best service plan would be for me. I make daily phone calls to the United States and locally. I’d also like a cell phone with which I can check my email, send instant messages, and take pictures. Please help!

If American And Speak English, Is It Easy To Understand The France Roadway System When Driving A Rental Car?

I will be renting a car from Paris airport to Normandy Beaches, is it easy to understand the French roadway and signs, get gas, get directions, etc. if you don’t speak English? Is it safe? Should I feel comfortable to explore places along the way to the beaches?
