This word is used as part of the town/village of St. Clare in Pont d”Eveque in Normandy, France. To reach St. Clare you make a left turn on the road from Le Havre to Paris, France.

“Hérouville-Saint-Clair” is (most likely) named after one of the native sons of the area, Paul Héroult (1863-1914), who invented the electrolytic aluminum process and the electric steel furnace.
Type in “Paul Heroult” in any search engine and you’ll get an impressive list of sites to go to.

“ville” means town or village. “herou” may simply be some reference to a locally famous [perhaps long ago] person or event.
‘herou’ wasn’t in the online dictionary I consulted .. GL
